Call to Order

 

Grey County Council and Bruce County Council met jointly on the above date at 2:30 p.m. at the Grey County Administration Building. Warden Matrosovs called the Joint Council to order and assumed the Chair.

Roll Call

 

The Grey County Clerk confirmed the following members present:

Bruce County: Warden Luke Charbonneau, Deputy Warden Don Murray, Councillors Ken Craig, Mark Goetz, Steve Hammell, Jay Kirkland, Milt McIver and Chris Peabody. Councillors McIver, Kirkland, Hammell and Craig participated electronically. 

Grey County: Warden Andrea Matrosovs, Councillors Scott Mackey, Terry McKay, Sue Carleton, Grant Pringle, Paul McQueen, Dane Nielsen, Sue Paterson, Warren Dickert, Ross Kentner, Shirley Keaveney, Ian Boddy, Scott Greig, Brian Milne, Barbara Dobreen, Peter Bordignon, Kevin Eccles and Tom Hutchinson. Councillors Hutchinson, Boddy, Dobreen, Bordignon, Dickert and Milne participated electronically.  

Land Acknowledgement

 

The Warden read the land acknowledgement. 

Declaration of Interest

 

There were no declarations of interest. 

Adoption of Agenda and Procedures

 

Warden Matrosovs confirmed that Grey County will maintain the records of the joint meeting and noted that this body is acting as one council, with quorum being 14.

    Seconded by:Councillor Eccles

    That the Special Joint Council adopts the content of the agenda as presented and Grey County Procedural By-law 5134-22 to govern the procedure of its November 27, 2025 joint meeting of the County of Bruce and County of Grey; and 

    That Grey County Warden Andrea Matrosovs is appointed chair of this meeting and quorum shall be determined by 50% plus one of the members of Bruce and Grey County Councils combined; and

    That votes taken be determined by a simple majority vote.

Closed Meeting Matters

 

Council proceeded into closed session at 2:34 pm.

    That the Joint Council proceed into closed session pursuant to Section 239 (2)h of the Municipal Act, 2001 as amended, to discuss:

    i. information explicitly supplied in confidence to the municipality or local board by Canada, a province, or territory or a Crown agency of any of them (governance matters with respect to the Grey Bruce Health Unit)

Reporting Out Statement

 

The Joint Council returned to open session at 4:57 p.m.  Warden Matrosovs noted that the Joint Council proceeded into closed session to receive information explicitly supplied in confidence to the municipality or local board by the Province of Ontario.

    That the presentation reviewed in closed session regarding information explicitly supplied in confidence to the municipality by the Province of Ontario be received for information.
