Council Chambers - Grey County Administration Building

Grey County Council met at the call of the Warden on the above date at 10:00 a.m. at the County Administration Building. The Warden called Council to order and assumed the Chair.

The Warden invited members of Council to stand for O Canada.

The Clerk called the Roll with all members present, except Councillor Mackey and Eccles. Councillor Doug Hutchinson attended as an alternate for Councillor Eccles.

Councillor Bordingnon and Milne participated virtually.

Kim Wingrove, Chief Administrative Officer; Tara Warder, Clerk; and Rayburn Murray, Deputy Clerk were also in attendance.

The Warden read the land acknowledgement.

Jennifer Cornell, Director of Long Term Care, provided an overview of the meeting. CAO Wingrove highlighted that Mrs. Cornell has been acclaimed Chair of the AdvantAge Ontario Board.

    That the Long Term Care Committee of Management minutes dated March 20, 2025 be adopted as presented and the following resolutions contained therein be endorsed:

    • That report LTCR-CM-03-25 regarding a Long-Term Care Director Update be received for information.
    • That the Long-Term Care Operational Report dated December 15, 2024, to February 14, 2025, be received for information.
    • That report LTCR-CM-05-25 regarding Rockwood Terrace Resident Life Improvement Operating Budget be received; and That staff be directed to proceed with donor’s request to purchase fresh flowers each week until the donation amount of $10,000.00 has been fully utilized.
    • That report LTCR-CM-06-24 titled 2024 Long-Term Care Write Off of Uncollectible Accounts be received; and That the recommended write offs in the amount of $0 as outlined in the report be approved.

    That By-law 5225-25 to 5227-25 be introduced and be taken as read a first, second and third time, finally passed, signed by the Warden and the Clerk, sealed with the seal of the Corporation and engrossed in the by-law book.

    1. A By-law to Appoint a Chief Administrative Officer for the County of Grey
    2. A By-law to Appoint an Acting Deputy Clerk for the County of Grey
    3. A By-law to confirm all actions and proceedings of the Council

Councillor Boddy indicated that the City of Owen Sound received funding for the Guelph Owen Sound Transit (GOST) bus route.  

Councillor Kentner noted the 40th Anniversary celebrations for the Bell Choir is scheduled for Sunday, April 13th at 2:00 p.m. at the Knox Presbyterian Church in Meaford.

CAO Wingrove highlighted the collaborative projects with the County of Bruce, Dufferin and Saugeen Mobility and the Saugeen Mobility and Regional Transit (SMART), regarding the future of transit routes. On March 11th approval in principal was received from the federal grant and staff are hopeful for ongoing updates.

Kevin McNab, Director of Paramedic Services, provided a presentation on the OSHaRE programs and services in partnership with Supportive Outreach Services (SOS). He thanked Colleen Trask-Seaman, Executive Director, OSHaRE, for all the work, support, and ongoing community partnership. Mrs. Trask-Seaman summarized the ongoing demand, success, and thanked staff and leadership for all their support.

Francesca Dobbyn, Executive Director for United Way Grey Bruce presented Kevin McNab with the King Charles III Coronation Medal. Ms. Dobbyn highlighted the ongoing dedication from Mr. McNab, referring to the success of the SOS program under his leadership. 

Linea Catalan, Business Enterprise Coordinator, provided an overview of Summer Company, funded by the Provincial Government and administered by Grey County Business Enterprise Centre. She summarized the success of the program and how students can receive a $3,000 grant towards their business.

Megan Myles, Climate Change Coordinator, referred to the Youth Climate Action Fund and noted that the deadline has been extended to April 7, 2025. Individuals between the age of 15-24 can apply to receive up to $7,000. More information can be found at: thebluemountains.ca/YCAF.

On motion by Councillors Paterson and Nielsen, Council adjourned at 10:46 a.m. to the call of the Warden.
