Grey County Council met on the above date at the County Administration Building. Warden Matrosovs assumed the Chair and called the meeting to order at 10:40 a.m. with all members present. Councillor Bordignon and Nielsen participated electronically. Councillor Allwood attended as alternate for Councillor McQueen.

    Whereas Agnes Macphail was raised in Grey County and became active in local politics in the early 1900s; and

    Whereas Agnes Macphail made history as the first woman elected to the Canadian legislature in 1921; and

    Whereas Agnes Macphail continued to serve as a member of parliament for nearly twenty years; and

    Now Therefore Be It Resolved That, notwithstanding Grey County policy ADM-01-95 (approved May 2, 1995) stating Grey County will not declare or publish proclamations, Grey County declares March 24th as Agnes Macphail day in Grey County.

Mary Sye, Energy Solutions Advisor, and Julie Alexander, Senior Advisor, Municipal and Stakeholder Affairs from Enbridge Gas summarized programs, incentives and program offerings. They referred to the solutions towards a net-zero energy future, collaboration with IESO, current offerings and more. Mrs. Alexander cautioned individuals against the large number of scams and impersonations that have been occurring. The Deputy CAO thanked the speakers for their support and ongoing partnership opportunities. 

Councillor Greig requested that item 6.c. - TR-CW-11-25 - Award of Tender RFT-TS-02-25 for the Grey Road 30 Culvert Replacements and 6.d. - FR-CW-07-25 - 2025 Request for Approval of Unbudgeted Projects on the consent agenda for this meeting be pulled for further discussion.

    That staff be authorized to take the actions necessary to give effect to the recommendations in the staff reports; and

  • That report TR-CW-09-25 containing the tender results for RFT-TS-04-25 regarding the Grey Road 119 Rehabilitation project be received; and 
    That Walker Construction Limited be awarded the tender for a total amount of $995,702.00, excluding HST.

  • That report TR-CW-10-25 containing the tender results for RFT-TS-10-25 regarding the Grey Road 25 Overlay project be received; and

    That Cox Construction Ltd. be awarded the tender for a total amount of $1,579,779.39, excluding HST.

  • That Report CCR-CW-03-25 Dufferin and Grey Emergency Mutual Assistance Agreement, be received; and

    That the Warden and the Clerk be authorized to enter into the attached draft agreement with the County of Dufferin.

  • That report CCR-CW-05-25 Agricultural Advisory Committee – Public Member Appointment be received; and

    That Chris Strutt be confirmed for membership on the Agricultural Advisory Committee for the remainder of the 2022-2026 Council term.

  • That the resolution from the Nottawasaga Valley Conservation Authority opposing an amalgamation with the Lake Simcoe Region Conservation Authority be received for information.

    That Report TR-CW-08-25 Chatsworth Depot Dome Replacement be received; and

    That the County of Grey proceed with plans to replace the Chatsworth Dome in 2025, ahead of the planned 2027 schedule due to the partial collapse of the building; and

    That the estimated $1,800,000 budget for the construction project be funded from any Transportations Services year end surplus and if insufficient funds exist, from the Transportation Services Facilities – Depots & Domes Reserve or Transportation Services General Reserve.

    That the noise survey budgeted for $75,000 be funded from the Human Resources Reserve; and

    That remainder of the cost to refurbish air handling units at Grey Roots totaling $132,500 be funded from the Grey Roots Main Building Improvements Reserve; and

    That utility relocate work for Grey Road 15 totaling $165,400 be funded from surplus in awarded projects in the Major Road and Bridge Construction budget and if insufficient funds are available at year-end, from the Transportation General Reserve.
