  • WHEREAS TC Energy has made public its plans to construct and operate a major 1000 MW hydroelectric generating facility, centered on zero emissions electricity generating technology known as pumped storage, related works and undertakings, in partnership with the Saugeen Ojibway Nation, on lands controlled by the federal Department of National Defence, in the Municipality of Meaford, in the County of Grey; and in the Territory of the Saugeen Ojibway Nation (Chippewas of Nawash Unceded First Nation and Chippewas of Saugeen First Nation); and 

    WHEREAS Grey County council has adopted the Strategic Plan 2024-2027, Working Together for Success, and under the heading, Building Communities for the Future, recognized Economic Development, Climate Change Adaptation and First Nation Reconciliation and Relationship Building as priorities; and

    WHEREAS Grey County has declared a climate emergency and adopted Going Green in Grey: Climate Change Action Plan 2022-2050 and the Plan makes a commitment to net-zero emissions by 2050 by leveraging the emerging energy innovation sector, championing local low-carbon energy leadership, and centering reconciliation in climate action given the long history of Indigenous leadership in environmental stewardship; and

    WHEREAS Grey County has adopted an Economic Development, Tourism, and Culture Master Plan titled the Grey'T Reset, which provides a 10-year vision for the growth of economic development, tourism, and culture, and includes a focus on sustainability, including supporting clean energy industries, and the opportunity for a more diversified economy by supporting Nuclear, Pumped Storage, and Hydrogen development; and

    WHEREAS the Saugeen Ojibway Nation has been keepers of these lands and water throughout history, and recognizing a commitment to Indigenous economic self-determination is important for advancing reconciliation, TC Energy has established a partnership with Saugeen Ojibway Nation early in the development process to ensure meaningful Indigenous participation and benefit; and

    WHEREAS the Saugeen Ojibway Nation will decide whether they will approve the project, and such approval is required for the project to proceed;

    NOW THEREFORE BE IT RESOLVED that the Council for the County of Grey hereby:

    1. Declare conditional support for TC Energy and the Saugeen Ojibway Nation proceeding with the proposed Ontario Pump Storage project, subject to the applicable approval process, including environmental and impact assessments, and the approval of the Saugeen Ojibway Nation; and
    2. That the Warden for the County of Grey prepare and send a letter advising of this declaration to TC Energy, Saugeen Ojibway Nation, members of federal and provincial parliaments representing Grey County, the provincial Ministers of Energy, Economic Development, Indigenous Affairs, Infrastructure, and Environment, and to the federal Ministers of Crown-Indigenous Relations, National Defence, Innovation, Science and Industry, Environment and Climate Change and Energy and Natural Resources.
  • That the following Consent Agenda items be received; and

    That staff be authorized to take the actions necessary to give effect to the recommendations in the staff reports; and

    That the correspondence be supported or received for information as recommended in the consent agenda. 

  • That the correspondence from the Town of Goderich Resolution regarding the phase-out of free well water testing be supported by the Council of the County of Grey; and 

    That the resolution of support be sent to the Minister of Environment Conservation and Parks, the Minister of Health and Long-Term Care, the Grey Bruce Health Unit, the MPPs for Bruce-Grey-Owen Sound and Simcoe-Grey, and the Association of Municipalities of Ontario. 

  • That the correspondence from Drinking Water Source Protection regarding the Auditor General's audit of Public Health Ontario recommendations on private drinking water testing be received for information. 

  • That the correspondence from the Town of Aurora regarding legislative amendments to improve municipal codes of conduct and enforcement be received for information.

  • That the correspondence from the Town of the Blue Mountains regarding a Regional Comprehensive Housing Needs Strategy be received; and

    That staff be directed to prepare a future report on this matter for County Council's consideration. 

  • That the minutes of the Urban Road and Road Exchange Task Force meeting dated April 4, 2024, be adopted as presented; and

    That the following resolutions contained therein be endorsed:

    1. That report regarding Rural Road Transfer and Exchange Considerations be received; and
      That staff bring forward a summary report and recommendations as directed by the task force, for both urban and rural road transfers to the next task force meeting.
  • That Report PDR-CW-09-24 be received; and

     

    That all written and oral submissions received on plan of subdivision application 42T-2022-06, known as Lora Bay Phase 4B, were considered; the effect of which helped to make an informed recommendation and decision; and

     

    That in consideration of draft plan of subdivision application 42T-2022-06, for lands legally described as Part of Block 1, Registered Plan 16M-8, geographic Township of Collingwood, now in the Town of The Blue Mountains, the Grey County Committee of the Whole approves the plan of subdivision to create a total of forty-five (45) single detached dwellings and thirteen (13) rowhouses, as well as blocks for open space/parks, and public streets, subject to the conditions set out in the Notice of Decision.

  • That report FR-CW-14-24 regarding the quarterly purchasing report for Quarter 1 2024 be received for information.

  • That report EDTC-CW-02-24 regarding the Beaver Valley Sustainable Tourism Strategy - Project Partner Memorandum of Understanding be received; and

     

    That partners, Grey County, Municipality of Grey Highlands, Town of The Blue Mountains and Regional Tourism Organization 7: BruceGreySimcoe develop a formal memorandum of understanding (MOU) that outlines partner commitment to achieving the goals and allocating and/or securing resources to achieve desired outcomes of the strategy; and

     

    That any financial commitments associated with the MOU or Strategy be included annually in the budget process for Council consideration.

  • That report PDR-CW-19-24 regarding the development of an ecological offsetting policy be received; and

     

    That staff be directed to develop an ecological offsetting policy for County Council’s consideration, following consultation with member municipalities, conservation authorities, Indigenous communities, the building and development industry, the Niagara Escarpment Commission, and the public.

  • That Report CAOR-CW-12-24 Award of Tender RFT-LTC-16-23 Rockwood Terrace General Contractor be received; and

     

    That Melloul-Blamey Construction Ltd. Be selected as the successful bidder in tender RFT-LTC-16-23 with a bid of $59,230,000 (excluding HST); and

     

    That staff provide the Approval to Construct package to the Ministry of Long-term Care for their review and approval; and

     

    That upon receipt of the Approval to Construct, staff formally award the tender to Melloul-Blamey Construction Ltd.; and

     

    That action be taken prior to County Council approval as per Section 26.6 (b) of the Procedural By-law.

  • That Committee of the Whole does now go into closed session pursuant to Section 239 (2) of the Municipal Act, 2001 as amended, to discuss the Sydenham Campus lands:

    i. a proposed or pending acquisition or disposition of land by the municipality

    ii. a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by our on behalf of the municipality
